The current urban layout of Dejvice was established in the 1920s based on Professor Antonín Engel’s master plan. The plan follows a symmetrical composition centred around Victory Square. However, the northwestern quadrant of Victory Square remains undeveloped, leaving its composition incomplete and disrupting the overall urban structure. The Fourth Quadrant company, formed by investors Penta Real Estate, Sekyra Group, and Kaprain, along with the University of Chemistry and Technology in Prague, intends to develop this empty site within the Dejvice structure. To find the architectural solution for completing the 4th Quadrant, an international architectural competition was organised in collaboration with the City of Prague and Prague 6 Municipality. The scope of the competition was to find the optimal architectural and urban design solution for the 4th Quadrant of Victory Square. The proposals had to respect Antonín Engel's 1924 masterplan while aligning with Prague's plans for revitalizing Victory Square and regenerating public spaces within the Dejvice Campus. Proposals should take into account the contemporary requirements for a multifunctional development that meets the highest environmental standards, aiming to create a place for vibrant social, economic and cultural life of Prague 6. Competition participants were tasked with designing a multifunctional building that incorporates apartments, offices, shops, services, and restaurants, as well as a new university building for UCT Prague. The building will house classrooms and facilities for students, public spaces, and a microbrewery. The brief also included the design of a new cultural center for Prague 6, which would provide spaces for concerts, exhibitions, theatre performances, and community events. The competition was announced in August 2022 and draw interest from 44 teams. In September 2022, the jury, after reviewing the submitted portfolios, chose 10 participants for the first round. In February 2023, five teams were shortlisted for the second round. Finally, in June 2023, the jury selected the winning proposal, a joint design by the Dutch office Benthem Crouwel Architects and the Czech studio OVA.
